In December 2024, the Government of Belarus approved amendments to the country's visa regulations. The corresponding Resolution of the Council of Ministers No. 953 was published on December 16, 2024.
The new rules will come into force three months after the official publication and include the introduction of electronic visas for foreign citizens.
Key Features of Electronic Visas to Belarus
Validity of the Electronic Visa
An electronic visa is issued individually and is valid for 30 calendar days. It can be used only once.
Purpose of Travel for Electronic Visas
Electronic visas will be available for the following categories:
  • Business trips;
  • Participation in sports, cultural, educational, and scientific events, as well as internships;
  • Private visits;
  • Tourist trips.
How to Apply for an Electronic Visa
Applications will be submitted through the automated "Consul" system. Applicants must register on the OAIS electronic services portal and submit their application via their personal account.
Processing Time for Applications
The application processing time is up to seven calendar days. An expedited procedure is not available.
Verification of Electronic Visas at the Border
  • In Belarus, foreign citizens must present their electronic visa upon request by the relevant authorities. This can be done either in digital format or by providing a printed copy.
Who Can Apply for an Electronic Visa to Belarus
Electronic visas are available to citizens of 67 countries, including:
Australia, Austria, Andorra, Antigua and Barbuda, Barbados, Bahrain, Belgium, Bulgaria, Bolivia, Bosnia and Herzegovina, Vanuatu, Vatican, United Kingdom, Hungary, Germany, Greece, Denmark, Dominica, Indonesia, Ireland, Iceland, Spain, Italy, Canada, Cyprus, Colombia, Republic of Korea, Kuwait, Latvia (including non-citizens), Lithuania, Liechtenstein, Luxembourg, Malaysia, Malta, Mexico, Micronesia, Monaco, Netherlands, New Zealand, Norway, Oman, Panama, Paraguay, Peru, Poland, Portugal, Romania, San Marino, Saudi Arabia, North Macedonia, Seychelles, Saint Vincent and the Grenadines, Singapore, Slovakia, Slovenia, USA, Uruguay, Finland, France, Croatia, Czech Republic, Chile, Switzerland, Sweden, El Salvador, Estonia (including stateless persons), and Japan.
