If a foreigner is outside the territory of Belarus, to obtain a work visa, the foreigner needs to find an employer willing to enter into an employment contract and request an invitation to work.
If the company is ready to hire a foreign employee, it must send an invitation to work. The work invitation is issued in accordance with the form established by the Ministry of Foreign Affairs. It should include details of the vacancy, including position, employment conditions, corresponding salary, and be accompanied by a special work permit obtained by the employer from the Citizenship and Migration Department.

If a foreign citizen is in Belarus, they can immediately start working if their visa allows it. In the case where a foreigner is in Belarus on a tourist visa, they cannot obtain a work permit because the purpose of their visit to the Republic of Belarus does not correspond to the visa obtained. However, if, for example, a foreigner is studying at a Belarusian educational institution, they can work in Belarus.

If an organization wants to hire a foreign citizen, it must first open a vacancy specifying the position, salary, professional skills, and provide information to the Ministry of Labor and Social Protection, which then considers the issue of granting the organization permission to work. Priority will undoubtedly be given to Belarusian citizens, who must respond to the vacancy within 15 working days.

If no Belarusian citizens respond to the open vacancy and do not come for an interview during the designated period, then in this case, the company has the right to hire a foreign citizen and submit documents to obtain a special work permit to the Citizenship and Migration Department at the place of registration.
If the employer wants to hire only a foreigner, justification will be required, which must be included in the application. It should convincingly and substantially describe why citizens of the country are not suitable for the position and what is the value of the foreigner compared to them (experience, skills, tenure, qualification, etc.).

After that, the documents can be submitted to the Citizenship and Migration Department (CMAD) for a decision. If there are no issues, a special work permit will be issued within 10 calendar days. After accepting the employee for the position, the employer must conclude an employment contract with them.

The work permit is issued for a period of one year (in special cases, issuance of a permit for two years is allowed). The extension of the work permit is issued for a period of one year. The documents for the extension of the special permit must be submitted no later than one month before the expiration of the work permit.
